Humanity, impartiality, neutrality, independence, voluntary service, unity and universality: these seven Fundamental Principles sum up the Movement's ethics and are at the core of its approach to helping people in need during armed conflict, natural disasters and other emergencies.
Distressed Children in Ukraine - exposed to harm & exploitation
Children displaced in and outside of Ukraine are at heightened risk of violence, exploitation, and abuse. Unaccompanied and separated children – including those evacuated from institutions – have unique rights and protection needs that should be recognized and fulfilled. Authorities – both in Ukraine and host countries – need to ensure jointly, that children can be evacuated from situations that could cause harm and seek safety in environments that allow for the realization and enjoyment of their rights. No action should prevent eventual family reunification and return when it is found to be safe and in children’s best interest to go home.
UN / Geneva Convention -
Multiple sources advise of a Russian legislative change to facilitate the granting of Russian citizenship to Ukrainian children, some of them have been adopted in Russia in what appears as a deliberate exploitation of these children’s vulnerability. Children separated from their parents as well as homeless children from Ukraine, being in distress during a humanitarian emergency, - cannot be presumed or considered as orphans and are not available for adoption. As documented by the ICC International Criminal Court, thousands of distressed Ukraine children have been abducted & illegally deported / transferred to Russia by force Relocation under force from occupied territory to the territory of the Occupying Power is prohibited under Article 49 of the Fourth Geneva Convention. Article 50 of that same Convention also prohibits the changing of children’s personal status, including nationality, by an occupying force.
