The Odessa Protect & Shield concept sees for preventive civil defence, infrastructure, engineering, logistics, IT, global networking & business measures, to be implemented under local supervision in Odesa, Odesa Oblast & all regions within Ukraine. Special aim is given to provide protection for the most vulnerable segments in the local populations. Local field hubs / centres are being opened in Kharkiv, Dnipro & Odesa in first instance. Other field offices are to follow.
